If you have an external charger for your 18650 batteries, the metal pins that making contact with the top and bottom of the battery can damage the plastic wrapping around it. This can happen if you are regularly inserting and removing them from the charger. If you notice that there are tears in the battery, this can become a safety and a hazard that needs to taken seriously. This is because any exposed silver of the battery can short with something metal and could cause it to explode. This is why there are so many issues of ecigs exploding because of little things like this that are never noticed or taken seriously.
Now you can rewrap the batteries. You can use heatshrink tubing, cut it to length and stick it on using a hair dryer. However if you have some electrical tape, then you can also use that to do the same job. Since all you need to do is wrap the 18650 battery with some plastic that is an insulator to stop any broken parts getting exposed and potentially shorting out. Remember when wrapping your 18650 batteries with electrical tape is to only go over it once. I have wrapped a few and have overdone it that it doesn't fit back into the ecig mod.
1) Remove the battery that you want to rewrap.
2) Start from the top and wrap PVC tape all around it until you get to the bottom. Make sure when wrapping thats it is nice and tight around the battery.
3) Once you have finished, examine the battery further to ensure that all exposed areas are covered with tape.
