If the computer fan in your computer is not working, therefore it is not spinning, it will increase the chance of the hardware inside the PC to get damaged because overheating will occur. If this is the situation for your computer, don't use your computer for a long period of time, as it will overheat and the hardware is in the risk of getting damaged.
Solutions you can try:
1)If the computer fan is not powering up and it is not spinning properly, then firstly check the connections that are connected to fan. If the fan is connected to your computer's motherboard, make sure the connector is firmly connected into the socket on the motherboard. If the computer fan is connected to the psu (computer power supply), check if the female and male molex connectors are properly connected together. Once checked, power on your computer, does the fan spin?
2)The power source of the fan can be faulty, so connect the fan into a different socket on the computer motherboard. If your fan is powered by a psu, then plug the fan into a different molex connector.
2)If the computer fan connections are correct and if you computer fan is connected to the motherboard, using software like SpeedFan, you can find out what speed the rpm of the fan is. Sometimes due to an technical error, the computer fan speed can be set to 0 rpm, therefore that computer fan will not spin.
3)If the rpm of the computer fan is correct and is not set to 0, then the fan motor could be faulty. They way to test if the fan is faulty is to connect a new 9v square battery to the fan, if the fan doesn't spin, the you have identified that the fan is faulty and it will need replacing.
