Samsung have included a power saving option under settings that allows the device to consume less battery power. When enabled it will down clock the CPU and adjust other hardware requirements in direction of optimizing battery life. However, if you want increase performance and make your Samsung galaxy s4 faster for games you can turn it off.
Turning off is reversible so you can switch back to the power saving mode at any time when convenient.
1) Tap the 'Apps' icon.
2) Tap 'Settings'.
3) From the top menu select 'My Device'.
4) Scroll down you will see an option that says 'Power Saving Mode'. You will see a slider next to the text. Sliding it to the left position will turn it off.
