If you notice that the dreamcast laser is not moving at all and its having problems reading game discs it probably needs a quick clean. Usually cleaning the laser lens will prevent you having to replace the actual dreamcast laser, since finding a correct replacement is kind of hard these days. If cleaning doesn't work you can also attempt calibrating it to fine tune it to squeeze extra life out of it after you have tried this.
1) Eject the flap open on the console.
2) Get a q tip and pour two drops of cleaning isopropyl alcohol onto one cotton side.
3) Gently using the wet side clean the laser lens.
4) Use the other dry end of the cotton swab to wipe it dry.
