If you attempt to play any random game in your PS2 console each time it fails to load and gets stuck on the browser system configuration screen, it will simply not load up at all. The main cause to why this happens is because it can't pick up the data from the game disc and is struggling to say the very least. What you will need to do is clean the laser lens inside, as its probably dusty from regular use. The best way would be to use a special laser cleaning disc, or you can open it up yourself and clean it manually.
1) Eject the disc tray from PS2 console.
2) Pour a few drops of cleaning solution onto the brush on the cleaning disc.
3) With the brushes facing down, place the cleaning disc into the tray.
4) Reset the console, when it attempts to read it, it will spin inside the mechanism drive and the brushes will go onto the lens of the laser.
