You can either play your xbox one console online or offline the choice is yours. If you want to appear offline on your xbox one console without signing in that is not possible, unless you disconnect it from your internet network first. If you wanna make it go offline through the settings, you will need to sign in first regardless. Doing this will still allow you to play games from a disc and earn achievements.
1) Log into your Xbox live profile.
2) Select 'Network'.
3) Select 'Go Offline'.
