If your Dreamcast console is having issues powering on, you have checked the power cord and tried a different wall outlet, its most likely a blown fuse. There are two fuses, one inside the plug itself and the other is found directly mounted on the power supply unit board inside. Changing the fuse is not hard at all, you just need to ensure that you get the same kind of replacement fuse in terms of amp rating. In total it should take around 5 minutes to do.
1) Unplug the console from the wall outlet for a minimum of 24 hours. You are going to be working on the power board and there are capacitors that can hold a strong charge.
2) Turn the console upside and remove all four screws.
3) Turn the console around and separate the top part from the bottom section.
4) Look on the left hand side, you will see a long brown color circuit board. This is the PSU. You will see the small white fuse sitting in the holder right next to the area were the power cord goes.
5) Get a flat head screwdriver and remove it out. Line up your replacement brand new fuse with the metal holders and push it down.
