Safe mode allows you to enter into a special menu that allows you to access the phones content when problems are occurring with installed applications or the actual Android operating system. During this you are limited to what features and functions are provided to you to use. If your Samsung Galaxy s3 is currently stuck in safe mode and you want to turn if off permanently you will need to disable it.
1) Your smartphone needs to be in safe mode before you can deactivate it.
2) Press down the power button.
3) Then select the restart option.
4) The phone will reboot and get out of safe mode completely.
If that doesn't turn off safe mode try the following:
1) Power off device.
2) Remove battery pack for 20 seconds.
3) Reinsert it. Power on phone without pressing the menu button.
